Item Open Access Una mirada interméstica del Ecuador en el período 1990-2017 para el fortalecimiento de su política exterior(Pontificia Universidad Católica del Ecuador Sede Ibarra, 2019-01) Pabón Valenzuela, Diana Carolina; Carlosama Lechón, Anderson DavidThe present study is based on the analytical method, with a mixed methodology and a preponderance of the qualitative approach and analyzes the elements of Ecuador's foreign policy in the period 1960 to 2017. For the analysis, an ad hoc form was designed based on Thompson's theoretical proposal. Macridis (1972) that includes three axes 1. Elements of foreign policy, 2. The process of formulating foreign policy and 3. Trends and issues of interest. As for the axis 1. Elements of foreign policy it was evident that the foreign policy of this country has been determined by aspects of the domestic policy (internal) -like the alternation between democratic and dictatorial systems; development models that have gone from being a primary exporter to a model of import substitution and neoliberal economic model- and aspects of the international system -like the Cold War-; hence, the impact they exert on each other can be considered as an intermestic aspect (international and domestic). As for axis 2. The process of formulating foreign policy, in Ecuador, the Executive is shown to be responsible for designing and operationalizing the foreign policy agenda according to national interests. In relation to the legislative chambers, the existing conflict is identified especially since 1979 between the Executive and the Legislative and the non-governmental agencies, in which new actors stand out, such as the political parties that will also have an impact on foreign policy in the level of formulation by the different pacts that were generated in the period studied. In the third and last axis 3. Trends and topics of interest, it was determined that Ecuador has been a small State and a buffer State whose foreign policy has responded to the interests of the hegemonic States until 2007, in which a foreign policy more independent and oriented to a new multipolar world order and based on South-South cooperation and bilateral relations with countries such as Venezuela, Bolivia, Russia, China, but with a commercial preponderance, with the United States, which remains your main partner.
