Abstract
El trabajo de titulación: Plan Estratégico para Albergues Temporales en el Cantón Ibarra y
Diseño de un Prototipo de Vivienda Montable y Desmontable ante un Evento Adverso.
surge como respuesta a la contextualización del problema: Imbabura es una provincia que
según sus antecedentes históricos, ha sido considerada como una zona vulnerable ante
eventos adversos (los incidentes, las emergencias, los desastres y las catástrofes de origen
natural o antrópico). Según el diario El Norte publicado el sábado 20 de octubre de 2012: es
la tercera provincia a nivel nacional con mayor vulnerabilidad en lo que respecta a deslaves,
inundaciones, erupciones volcánicas y fallas geológicas.
La Secretaría Nacional de Gestión de Riesgos (SNGR) afirma que no dispone aún de un
Plan Nacional para la Reducción de Riesgo articulado al Plan Nacional del Buen Vivir. Se
recomienda disponer de un Plan Nacional de Emergencia y de planes de contingencia por
amenaza, de escenarios de impacto y otras herramientas para la reducción, recuperación y
respuesta (SNGR, 2013-2014, pág. 179).
Así, se puede apreciar que la provincia de Imbabura es vulnerable, porque no hay una
adecuada preparación de la población ante desastres, a esto se suman los factores
subyacentes como la pobreza que aún prevalecen.
Como justificación se toma:
El Código Orgánico de Ordenamiento Territorial, Autonomías y Descentralización
(COOTAD), señala que en caso de emergencias graves, ocasionadas por desastres
naturales, se deben dictar medidas urgentes y transitorias. A la vez, dentro del Plan
Nacional de Desarrollo para el Buen Vivir 2009-2013, se menciona garantizar los derechos
de la naturaleza y promover un ámbito sano y sustentable. También la Secretaría Nacional

de Gestión de Riesgos indica que es necesario reducir la vulnerabilidad social y ambiental
ante los efectos producidos por procesos naturales y antrópicos generadores de riesgos.
La presente investigación satisface los requerimientos evidenciados que los beneficiarios
directos serán la ciudadanía en general, además vale la pena señalar que la información
recabada significa un aporte para investigaciones posteriores. Los ciudadanos en general y
las autoridades podrán contar con un plan estratégico de emergencia en el que consten
pautas de desarrollo de un Albergue Temporal para que las personas perjudicadas por un
evento adverso, sepan a donde tienen que dirigirse después de este.
Entendiendo que la vivienda en algunos casos puede llegar a ser un elemento de confort
difícil de conseguir y aún más cuando las personas atraviesan una emergencia, desastre o
catástrofe natural, se plantea un prototipo de vivienda montable, desmontable y
transportable, que incitará a las entidades gubernamentales destinar presupuesto para
desarrollar un proyecto que pueda enfrentar eventos adversos en beneficio de los
ciudadanos afectados.

According the publication dated October 20, 2012 of Diario el Norte” newspaper, manifests: Imbabura, is the third province in Ecuador with the greatest vulnerability in terms of landslides, floods, volcanic eruptions and geological faults The Secretaría Nacional de Gestión de Riesgos (SNGR)” affirms that it doesn´t yet have a National Plan for Risk Reduction articulated to the National Plan of Buen vivir”. It´s recommended to have a National Emergency Plan and contingency plans for threats, impact scenarios and other tools for reduction, recovery and response (SNGR, 2013-2014, page 179). It´s so can be seen that Imbabura province is vulnerable, because there isn´t a population proper preparation in disasters, to this added the underlying factors such as poverty, factor that still prevails. For justification is considered The Organic Code of Territorial Organization, Autonomies and Decentralization (COOTAD), states that in case of serious emergencies, caused by natural disasters, urgent and transitory measures must be dictated. As well as, in the National Development Plan for Buen Vivir 2009-2013, it´s mentioned: guarantee the rights of nature and promote a healthy and sustainable environment”. Also the Secretaría Nacional de Gestión de Riesgos (SNGR)” indicates that its necessary L . This investigation satisfies the evidenced requirements in which the direct beneficiaries will be citizens in general. It´s important to note that the information in this research is a contribution to subsequent investigations. Citizens and authorities may have an emergency strategic plan that includes development guide lines for the Temporary Shelter in which the people harmed by an adverse event, know where they have to go after it. Understanding that housing in some cases can become an element of comfort difficult to achieve and more when people have an emergency, disaster or natural catastrophe, a prototype of movable, removable and transportable housing is designed, which will encourage government entities to allocate budget to develop a project that can face adverse events for the benefit of affected citizens.
