Abstract
The present investigation makes reference to a socioeconomic analysis of the effects obtained by the loss of the third enrollment in higher education in university students, for this research the following question was asked: what are the legal effects that university students go through lose the third enrollment, to answer this question as the general objective of the research is: analyze the impact of the loss of the third enrollment in the students of the Pontifical Catholic University of Ecuador Ibarra Headquarters during the academic period April - August 2017 and its effects in its sphere of law. At the same time, the following specific requirements were met: 1.-Studying the legal norms that regulate higher education with respect to the third enrollment. 2.- Determine what are the legal and social effects, which will result in the university, and finally, 3.- It will be established if it is vulnerable or not, the right to higher education of students who have exhausted their third enrollment. Similarly, in order to answer the research question, the research and the objectives are presented, they are adjusted to the methods, the normative and the exegetical, in turn, the survey instruments are applied, as a result, the vulnerability of the right to education to students. university students who have exhausted the third enrollment every time they can not continue with the same career at another university.

La presente investigación hace referencia a un análisis socio jurídico de los efectos que generan la pérdida de la tercera matrícula en la educación superior en los estudiantes universitarios, por ende, para esta investigación se formuló la siguiente pregunta ¿Cuáles son los efectos jurídicos que atraviesan los estudiantes universitarios al perder la tercera matrícula?, para dar respuesta a esta interrogante como Objetivo General de la investigación se estableció: Analizar el impacto de la pérdida de la tercera matrícula en los estudiantes de la Pontificia Universidad Católica del Ecuador Sede Ibarra durante el periodo académico abril – agosto 2017 y sus efectos en su esfera de derecho. A su vez se contó con los siguientes objetivos específicos, 1.-Estudiar la normativa jurídica que regula la educación superior con respecto a la tercera matrícula. 2.- Determinar cuáles son los efectos jurídicos y sociales, que causa la prohibición a la educación en caso de estudiantes por tercera matrícula que desean continuar sus estudios en la misma carrera en otra universidad, y finalmente, 3.- Establecer si se vulnera o no, el derecho a la educación superior de los estudiantes que han agotado su tercera matrícula. De igual manera, para dar respuesta a la pregunta de investigación realizada y conseguir los objetivos planteados se empleó dos métodos el normativista y el exegético a su vez se aplicó el instrumentos de la encuesta dando como resultado la vulneración del derecho a la educación a los estudiantes universitarios que han agotado la tercera matrícula toda vez que no se les permite continuar la misma carrera en otra universidad.
