Abstract
El presente proyecto de investigación tiene lugar en el Servicio Integrado de Seguridad ECU 911 Centro Zonal Ibarra (SIS ECU 911), el cual está encargado de brindar coordinación de seguridad y respuesta inmediata frente a accidentes dentro y fuera de la cuidad de Ibarra, contribuyendo al bienestar de la ciudadanía en general. El objetivo de la investigación es el desarrollo del módulo de planificación presupuestaria, el mismo que se encargará de crear el informe de requerimientos presupuestarios de diferentes departamentos. Este trabajo presenta el desarrollo de un software que ayuda a la creación de las partidas presupuestarias con diferentes niveles de aprobación con el fin apoyar la correcta gestión de los recursos. Para conocer el flujo de la información y del proceso que se realiza en el departamento, así como, para determinar las reglas de negocio que existen dentro del mismo se realizaron una serie de entrevistas, al experto, es decir la persona que conoce todo el proceso. Las entrevistas se realizaron al coordinador del departamento de planificación, obteniendo como resultado validaciones, reglas de negocio, objetivos, políticas que el departamento considera oportunas para el SIS ECU 911 Centro Zonal Ibarra. Para el desarrollo de este aplicativo se utilizaron los estándares IEEE 830, que van acorde a las necesidades que plantea el ECU 911 con los requerimientos solicitados. Al finalizar este trabajo se presentan los resultados del estudio de los impactos producidos por el desarrollo de este sistema, se detallan los resultados obtenidos durante su elaboración y estudio del software y se presentan conclusiones y recomendaciones que se obtuvieron durante el tiempo de desarrollo del proyecto.
The present research project is carried out in the Integrated Safety Service ECU 911 Ibarra Zonal Center (SIS ECU 911), which is responsible for providing safety coordination and immediate response to accidents in and outside the city of Ibarra, contributing to the Welfare of the general public. The objective of the research is the development of the budget planning module, which will be in charge of creating the budget requirements report of different departments. This paper presents the development of software that helps the creation of budget lines with different levels of approval in order to support the correct management of resources. To know the flow of the information and of the process that is realized in the department, as well as, to determine the business rules that exist within the same one was made a series of interviews, the expert, that is to say the person who knows the whole process. The interviews were carried out with the coordinator of the planning department, resulting in validations, business rules, objectives and policies that the department considers appropriate for the SIS ECU 911 Ibarra Zonal Center. For the development of this application was used the IEEE 830 standards, which are in accordance with the requirements of the ECU 911 with the requirements requested. At the end of this work the results of the study of the impacts produced by the development of this system are presented, the results obtained during its elaboration and study of the software are detailed and conclusions and recommendations are presented that were obtained during the time of development of the project.
