Abstract
El presente proyecto de investigación se sitúa en la ciudad de Ibarra, una ciudad llena de historia y pluricultu ralidad que ha ido evolucionando con el pasar del tiempo. Se basa en identificar problemáticas que surgen en el origen de la ciudad como lo es el centro histórico. A partir de un diagnóstico del estado actual en el sector, al que se plantea una solución en favor de la ciudadanía y el ambiente. La problemática identificada mediante las diferentes metodologías de investigación, embarca al ámbito edu cativo y el aspecto social. Las expresiones de arte hechas por artistas del sector en casas patrimoniales aban donadas, generan una problemática social. También se puede evidenciar que existe una concentración de la infraestructura educativa, lo que hace que se interpongan los radios de influencia o de acción de estas institu ciones y generan una sobre oferta. Esto responde al amontonamiento de servicios en un solo núcleo de actividad, la reducida capacidad de espa cios culturales, espacios públicos y primordialmente a la carencia de valoración y el deterioro del patrimonio arquitectónico. Como contestación a estas necesidades, se plantea un equipamiento que integre a la educación y el arte. Rehabilitar el bien patrimonial de La Unidad Educativa Oviedo, el cual contiene gran valor his tórico y social para la ciudad, brindándole un nuevo uso en concordancia con las necesidades del barrio San Agustín de la ciudad de Ibarra. La propuesta engloba tres principales aspectos como: la educación, el arte y la cultura. Se pretende que el ciudadano, sea la prioridad en la ciudad. Con la rehabilitación del bien patrimonial y su nuevo uso hacia una mediateca, el cual sea un equipamiento de complemento para el apredizaje. Espacios tecnológicos y agrada bles que se rodean de una red de micro espacios públicos, que permiten generar relaciones interpersonales; y fomenten la conservación y difusión de la cultura.
This research project is locute in the city of Ibarra, a city full of history and multiculturalism that has evolved over time. It is based on identifying problems that arise at the origin of the city, such as the historic center. Starting from a diagnosis of the current state of the sector, to which a solution in favor of citizens and the environment is proposed. The problem identified through the different research methodologies, embarks on the educational field and the social aspect. The expressions of art made by artists of the sector in abandoned patrimonial houses, generate a social problem. It can also be evidenced that there is a concentration of the educational infrastructure, which makes the spheres of influence or action of these institutions stand in the way and generate an oversupply. This responds to the piling up of services in a single nucleus of activity, the reduced capacity of cultural spa ces, public spaces and primarily to the lack of appreciation and the deterioration of the architectural heritage. In response to these needs, a facility that integrates education and art is proposed. Rehabilitate the heritage asset of La Unidad Educativa Oviedo”, which contains great historical and social value for the city, giving it a new use in accordance with the needs of the San Agustín” neighborhood of the city of Ibarra. The proposal encompasses three main aspects: education, art and culture. It is intended that the citizen be the priority in the city. With the rehabilitation of the patrimonial asset and its new use towards a media library, which is a complementary equipment for learning. Technological and pleasant spaces that are surrounded by a network of micro public spaces, which allow the generation of interpersonal relationships; and promote the preservation and dissemination of culture.
