Abstract
El proyecto se desarrolla en una de las zonas con mayor vulnerabilidad a inundación de Ibarra, entendiendo el riesgo como una posibilidad de sustentabilidad. La propuesta busca recomponer una parte del territorio urbano de la ciudad de Ibarra, que se está usando mal, y corregir el uso partiendo de prácticas que permitan conocer el funcionamiento de la naturaleza para mitigar los riesgos de inundación con un diseño de espacio público.
Frente a ello estamos en una contraposición, si tomar el urbanismo preventivo o el desastre como un acto creativo, por lo que urge una intervención que permita resolver los desastres e impactos económicos, sociales y materiales, que provocan las lluvias invernales las cuales en la actualidad no contribuyen a la reutilización como un medio sustentable para Ibarra.
El objetivo es diseñar en una zona de vulnerabilidad a inundación un espacio público con control del recurso hídrico, abordando alternativas sostenibles de acuerdo a las particularidades del lugar, para evitar soluciones como recanalizar o embovedar el agua que baja por la quebrada de Las Flores, que resultan costosas para la administración pública y sólo sirven de manera temporal y no eficiente. Es así que si entendemos los problemas como posibilidades, el parque tendrá una singularidad que se caracteriza por no inhibir la posibilidad de inundación, sino más bien se puede adaptar a las condiciones pluviales dadas por el factor climatológico generando un drenaje urbano sostenible.
La premisa del parque es tomar a la naturaleza a través de una infraestructura que transforme la simple conducción de aguas, por un parque inundable, incrementando nuevas áreas verdes a Ibarra, siendo la naturaleza la base para desarrollar la propuesta por medio de una intervención de bajo impacto, conservando los arboles existentes y proponiendo la forestación de especies endémicas en áreas donde estos no existieron, con el objetivo de mejorar, restaurar y conservar espacios naturales degradados.
Esto básicamente nos ayudaría a promover iniciativas, que conjuguen los atributos de la construcción y arquitectura sostenible, que beneficie la calidad de vida por sobre las soluciones técnicas, y generar, un proyecto urbano – paisajístico autosustentable de beneficio para la ciudad y la conectividad con el entorno natural.
The present project is developed in one of the most vulnerable zones of flooding in the city of Ibarra. This proposal seeks to understand the risk of possible sustainability and how to rehabilitate the misused territory of the urban area. The base used on practices, will allow to know the functioning of nature, to mitigate flood risks with a design of public space. Once faced with this problem, we can contrast by taking preventive urbanism or disasters as a creative act, for which an intervention is urgently needed to resolve the issues presented. The economic, social and material impacts caused by the winter rains do not contribute with the recycle as a sustainable medium for the city. The objective is to design a public space in a flood-prone area, with control of the water resource to avoid solutions such as rechanneling or embedding the water that flows down from Las Flores creek, which is costly for public administration and only serve temporarily and not efficiently. Addressing the most proactive and sustainable alternatives according to the particularities of the place. If we understand the problems as possibilities, the park will have singularity. This will be characterized by not inhibiting the possibility of flooding, but rather it can be adapted to the rainy conditions given by the weather factor and generate Sustainable Urban Drainage. The premises of the park, will be used through nature infrastructure that transforms the simple conduction of water, through a floodplain, increasing new green areas to Ibarra. With nature being the base, the project will be presented as a low-cost development. It will sustain the existing trees and avoid the afforestation of endemic species in areas where these did not exist. The objective is to improve, restore and conserve degraded natural spaces. As a final point, the study helps to promote initiatives that combine the attributes of sustainable construction and architecture. It will privilege the quality of life over technical solutions and generate an urban project - self-sustaining landscape for the city by having a connection with the natural environment.
