Revitalización del bien patrimonial Luis Cabezas Borja con su puesta en valor y la regeneración del borde urbano dentro de su contexto en la ciudad de Ibarra

Abstract

La ciudad de Ibarra está distribuida en dos zonas urbanas con características diferentes, la primera como zona patrimonial donde se puede encontrar diferentes espacios urbanos y arquitectónicos con un alto valor patrimonial, esta zona está catalogada como patrimonio cultural por el Instituto de Patrimonio y Cultura INPC; la segunda como zona urbana moderna, donde es evidente el cambio de materiales y arquitectura del siglo XX. Entre estos dos espacios se encuentra la zona borde entre lo patrimonial y lo moderno; la calle Luis Cabezas Borja con su bien patrimonial, sitio que invita a una pronta intervención por su alto grado de importancia histórica y urbana. El borde urbano como tal es propenso a sufrir cambios drásticos a causa de la modernización, provocando discontinuidad, carencia de identidad, deterioro en bienes patrimoniales y conflictos sociales urbanos que dan al ingreso de la ciudad un aspecto negativo para ser visitado. El proyecto se basa en la propuesta de revitalización de un bien patrimonial con alto grado de conservación, como es el Bien Patrimonial Cabezas Borja y la regeneración de una porción del borde urbano patrimonial de la ciudad de Ibarra con un alto valor histórico ubicado en la parte posterior del bien patrimonial que lleva el mismo nombre. La generación de un tratamiento urbano arquitectónico hacia el mejoramiento y producción cultural dará un enfoque que cultive conocimientos mediante el intercambio y difusión de saberes y experiencias; brindando a este espacio y a todo el centro histórico de la ciudad un potencial para la reactivación económica y social. Dentro del proyecto arquitectónico de revitalización se propone generar un Museo Taller Artesanal direccionado a los saberes, experiencias, emprendimientos e historia de Ibarra y vida del primer alcalde de la ciudad, donde se podrán encontrar múltiples espacios direccionados a este enfoque. The city of Ibarra is distributed in two urban areas with different characteristics, the first as a heritage area where you can find different urban and architectural spaces with a high heritage value, this area is listed as cultural heritage by the Institute of Heritage and Culture INPC; the second as a modern urban area, where the change of materials and architecture of the 20th century is evident. Between these two spaces is the border area between the heritage and the modern; Luis Cabezas Borja street with its heritage asset, a site that invites prompt intervention because of its high degree of historical and urban importance. The urban border as such is prone to suffer drastic changes due to modernization, causing discontinuity, lack of identity, deterioration in heritage assets and urban social conflicts that give the entrance of the city a negative aspect to be visited. The project is based on the proposal of revitalization of a heritage asset with a high degree of conservation, such as the Cabezas Borja Heritage Property and the regeneration of a portion of the urban heritage edge of the city of Ibarra with a high historical value located in the part later of the patrimonial property that bears the same name. The generation of an architectural urban treatment towards cultural improvement and production will give an approach that cultivates knowledge through the exchange and dissemination of knowledge and experiences; providing this space and the entire historical center of the city with a potential for economic and social revival. Within the architectural revitalization project, it is proposed to generate a Museum Workshop Artisan addressed to the knowledge, experiences, ventures and history of Ibarra and life of the first mayor of the city, where you can find multiple spaces aimed at this approach.
