Propuesta de un manual de accesibilidad para espacios públicos abiertos, aplicado al diseño y remodelación del parque Pilanquí y su radio de influencia

Abstract
Los espacios públicos forman parte vital del entorno urbano de la ciudad, puesto que son áreas de esparcimiento, recreación y encuentro social en donde se desarrollan actividades culturales, artísticas y deportivas. Por tal motivo, deben ser confortables, seguros y, sobre todo, accesibles. El espacio público debe ser un lugar pensado para todo tipo de usuarios: niños, jóvenes, adultos, adultos mayores y personas con capacidades diferentes. Por ello, dentro de estos no deben existir barreras de accesibilidad o de circulación. El objetivo de este trabajo es elaborar un Manual para Espacios Públicos Accesibles el mismo que tendrá información técnica sobre los parámetros necesarios para generar accesibilidad. Este manual fue desarrollado debido que a nivel local no se contaba con una normativa sobre este tema. Para comprobar que los contenidos del manual sean aptos y adecuados para la implementación en espacios públicos, se realizó la aplicación de estos, en el diseño de un parque de la ciudad de Ibarra; para seleccionar este espacio, se hizo un estudio de los diez espacios públicos más grandes de la ciudad de Ibarra, analizando cualitativa y cuantitativamente los nueve parámetros que según el Manual desarrollado generan una accesibilidad inclusiva. La totalidad de los espacios de estudio no cumplen con la mayoría de los parámetros de accesibilidad integral, sin embargo se escogió el parque de Pilanquí debido a su bajo porcentaje de accesibilidad realizando en este el diseño de un parque inclusivo que cuente con rampas, senderos, pavimentos, arborización, paradas públicas, estacionamientos, iluminación, mobiliario y señalética adecuada. Con esto se busca, generar espacios públicos que cuenten con todas las medidas de accesibilidad, brindando a los usuarios áreas de circulación libre en donde puedan ejecutar actividades de recreación de manera confortable; pues espacios públicos accesibles generan una ciudad inclusiva.
Public spaces are a vital part of the urban environment of the city, since they are areas of recreation, recreation and social gathering where cultural, artistic and sports activities are developed. For this reason, they should be comfortable, safe and, above all, accessible. The public space should be a place designed for all types of users: children, youth, adults, seniors and people with different abilities. Therefore, within these there should be no barriers to accessibility or movement. The objective of this work is to develop a Manual for Public Accessible Spaces which will have technical information on the parameters necessary to generate accessibility. This manual was developed due to the lack of legislation on the subject at the local level. In order to verify that the contents of the manual are apt and suitable for the implementation in public spaces, the application of these was realized, in the design of a park of the city of Ibarra; to select this space, a study was made of the ten largest public spaces in the city of Ibarra, analyzing qualitatively and quantitatively the nine parameters that according to the Manual developed generate an inclusive accessibility. All of the study spaces do not meet most of the parameters of integral accessibility, however, the Pilanquí park was chosen because of its low accessibility percentage, in which the design of an inclusive park with ramps, trails, pavements, afforestation, public stops, parking lots, lighting, furniture and adequate signage. With this, it is sought to generate public spaces that have all the accessibility measures, providing users with free circulation areas where they can carry out recreational activities in a comfortable way; as accessible public spaces generate an inclusive city.
