Abstract
El TT se desarrolla en la zona norte del Ecuador, a 2 horas de la capital Quito, en la ciudad de Ibarra que entre ríos y lagos, sinergia con la particular cordillera de los Andes, como sector idóneo para plantear la reintegración entre una zona rural y natural, con la zona urbana y ya consolidada de la ciudad, escogiendo un lote histórico donde la preexistencia de la antigua plaza de toros transmite la posibilidad de recuperar el espacio público y la infraestructura en declive a través de la simbiosis con un elemento proyectual catalizador para el sitio. Se proponen 3 escalas de intervención: A escala macro, se desarrolla la parte investigativa partiendo de la evaluación a Microescala de Ambientes Peatonales - eMAPS.ec -, que permite conocer el índice de caminabilidad del sector en análisis como punto de partida para la planificación estratégica a corto, mediano y largo plazo del sitio. A escala meso se plantea una propuesta de diseño a nivel urbano que solvente los inconvenientes de caminabilidad, accesibilidad y habitabilidad sustentado en manuales de diseño internacional permitiendo la participación intergeneracional sin barreras en el Espacio Público. A escala micro se propone el diseño de un equipamiento polivalente en una infraestructura preexistente, con características de innovación e intergeneracionalidad que fomenta el desarrollo local a través de espacios educativos, culturales, de ocio y comercio, con el menor impacto ambiental y que se alinea a los Objetivos de Desarrollo Sostenible.
The TT is developed in the northern zone of Ecuador, 2 hours from the capital Quito, in the city of Ibarra, which, between rivers and lakes, synergizes with the particular Andes mountain range, as an ideal sector to propose the reintegration between a rural and natural area, with the urban and consolidated area of the city, choosing a historic lot where the preexistence of the old bullring transmits the possibility of recovering the public space and the declining infrastructure through symbiosis with a catalytic design element for the site. Three scales of intervention are proposed: At the macro scale, the research part is developed based on the evaluation of Pedestrian Environments at Microscale - eMAPS.ec -, which allows us to know the walkability index of the sector under analysis as a starting point for the short, medium and long-term strategic planning of the site. At the meso scale, an urban design proposal is proposed to solve the problems of walkability, accessibility and habitability based on international design manuals, allowing intergenerational participation without barriers in the Public Space. At the micro scale, the design of a multipurpose facility in a preexisting infrastructure is proposed, with characteristics of innovation and intergenerationality that promotes local development through educational, cultural, leisure and commercial spaces, with the least environmental impact and aligned with the Sustainable Development Goals.
