Abstract
This project seeks to promote the need of institutionalize the approach of gender in all them levels of Government, fundamentally, at the level of them powers of them institutions in the field local. The Government autonomous decentralized parish in the province of Tungurahua will be taken as a field of study and unit of analysis for this purpose. Intention is to investigate if there is an increase of women's participation in public policies in recent years in the parish Governments, and if these policies pushed by the
Government, have helped increase the participation of women in positions of decision, management of power and therefore, to the expansion of their citizenship. For this first raises a work of literature review, where will take place an analysis of public policies and the participation of women in decision making especially in the rural countryside. Secondly, will determine how it affects gender inequality in the development of public policies. And finally from the research, is intended to generate policies and institutional strategies to promote cross-cutting incorporation of the gender dimension in Governments autonomous decentralized parish in the province of Tungurahua. This will also be a benefit to make permanent the participation of women in decision-making.

Este proyecto busca promover la necesidad de institucionalizar el Enfoque de Género en todos los niveles de gobierno, fundamentalmente, a nivel de las competencias de las instituciones en el ámbito local. Con este propósito se tomará como campo de estudio y unidad de análisis los Gobiernos Autónomos Descentralizados Parroquiales de la Provincia de Tungurahua.
La intención es investigar si existe un aumento real de la participación de la mujer en las políticas públicas en los últimos años en los gobiernos parroquiales, y si estas políticas impulsadas con el gobierno, han contribuido a aumentar la participación de las mujeres en las posiciones de decisión, manejo del poder y por lo tanto, a la ampliación de su ciudadanía.
Para ello en primer lugar se plantea un trabajo de revisión bibliográfica, donde se realizará un análisis de las políticas públicas y la participación de la mujer en la toma de decisiones especialmente en el campo rural.
En segundo lugar, se determinará cómo afecta la desigualdad de género en el desarrollo de las políticas públicas.
Y por último, a partir de la investigación, se pretende generar políticas y estrategias institucionales para promover la incorporación transversal de la dimensión de género en los Gobiernos Autónomos Descentralizados Parroquiales de la provincia de Tungurahua. Este será además, un beneficio para que la participación de la mujer en la toma de decisiones sea permanente.
