Abstract
En Ecuador los índices de violencia de género han aumentado en forma exponencial en, con más de 332 muertes de mujeres por año. Para combatir las estadísticas desde el gobierno central se implementó el Plan Nacional de Seguridad Ciudadana y Convivencia Social Pacífica, el cual plantea las directrices que deben tomar los gobiernos municipales para la elaboración de políticas públicas y combatir la violencia de género, ante esta realidad se gesta la presente investigación cuyo objetivo es analizar la aplicación de dichas políticas públicas con base al plan nacional objeto de estudio, relativo al enfoque de género en el Gobierno Autónomo Descentralizado de la ciudad de Otavalo provincia de Imbabura en el período 2019- junio 2023, en consecuencia se plantea como interrogante de investigación ¿cómo se cumplen las políticas públicas del Plan Nacional de Seguridad Ciudadana y Convivencia Social Pacífica, relativo al enfoque de género, en el Gobierno Autónomo Descentralizado de la ciudad de Otavalo provincia de Imbabura en el período 2019- junio 2023?. Utilizando el método mixto cualitativo - cuantitativo , a travésde las encuestas, entrevistas apoyado además revisión documental de los cual se concluir:no existe una política pública para la seguridad ciudadana con enfoque de género en la ciudad de Otavalo; que, la ciudadanía, se siente insegura, abandonada, ultrajada, inclusoignorada por las autoridades de la casona municipal, con un 77.4% de la población indicaque Otavalo es una ciudad insegura, Y; el 88.7% que las mujeres corren más peligro al sufrir un acto delincuencial.
In Ecuador, rates of gender violence have increased exponentially, with more than 332 deaths of women per year. To combat the statistics, the central government implemented the National Plan for Citizen Security and Peaceful Social Coexistence, which sets out the guidelines that municipal governments must take to develop public policies and combat gender violence. Given this reality, The present investigation whose objective is to analyze the application of said public policies based on the national plan under study, related to the gender approach in the Decentralized Autonomous Government of the city of Otavalo, province of Imbabura in the period 2019- June 2023, consequently The research question is posed: how are the public policies of the National Plan for Citizen Security and Peaceful Social Coexistence, related to the gender approach, fulfilled in the Decentralized Autonomous Government of the city of Otavalo, province of Imbabura in the period 2019-June 2023? ?. Using the mixed qualitative-quantitative method, through surveys, interviews supported by a documentary review, from which it was concluded: there is no public policy for citizen security with a gender focus in the city of Otavalo; that citizens feel insecure, abandoned, outraged, even ignored by the authorities of the municipal mansion, with 77.4% of the population indicating that Otavalo is an unsafe city, and; 88.7% that women are more in danger of suffering a criminal act.
