Abstract
El trabajo de fin de carrera pretende ser un aporte al mejoramiento de las funciones urbano paisajísticas y puesta en valor del patrimonio natural de la ciudad de Ibarra; generando oportunidades de recreación para todos los habitantes, en respuesta al déficit de espacio público existente dentro de la urbe.
Por lo tanto, el trabajo se basa en el estudio, evaluación y realización de un inventario de todos los espacios de uso público; áreas de esparcimiento y encuentro como plazas, plazoletas; parques pasivos-activos y escenarios deportivos como son can chas deportivas y polideportivos; además, se hace un análisis de los sistemas naturales como el sistema hídrico en donde se identifica los principales ríos lagunas y quebradas junto con sus franjas de protección, el sistema orográfico en donde se de termina las principales lomas que rodean a la ciudad y las zonas agrícolas las mismas que son áreas potenciales de alto valor
ecológico, ambiental y productivo.
Con este análisis se determina la problemática existente que presenta la ciudad, para lo cual en respuesta a esto se plantea una propuesta que responda y aporte a la mejora de la urbe, que consiste en la planificación de un Anillo Verde entorno a las periferias de la ciudad, recuperando el valor ecológico-paisajístico de los espacios periurbanos y su acondicionamiento para el uso recreativo; permitiendo configurar una red de espacios públicos abiertos en torno a la ciudad; de igual manera se platea un tejido urbano que conecte los puntos periféricos con el centro de la ciudad mediante corredores verdes urbanos, los cuales
articulen los espacios públicos existentes con los propuestos, brindando a la ciudad dinamismo, generando vitalidad y seguridad para todas las personas, además de incrementar el índice de espacio público por habitante en las zonas de la ciudad.
Se propone también el diseño urbano de la Zona Cultural del Parque Periurbano Integral en la loma de Azaya, el cual consiste en rescatar la cultura e identidad de la población afroecuatoriana mejorando y conservando su entorno físico, además de suplir la falta de equipamiento en esta zona, convirtiéndose en un espacio de oportunidad para el desarrollo social que fomente el encuentro ciudadano a través de actividades educativas, culturales y recreativas; para lo cual se presenta a nivel esquemático volumetrías de la estructura administrativa, asistencial, de formación y de divulgación que se conectan con las realidades sociales y ofrecen oportunidades de desarrollo a la comunidad.
En conclusión, el proyecto beneficia a la ciudadanía en general y será el inicio de un verdadero proceso de reordenamiento urbano y transformación para la ciudad de Ibarra, dotando de espacios públicos de calidad y democratizándolo en toda la urbe.

These are potential areas of high ecological, environmental and productive value. With this analysis the existing problematic that the city presents is determined, for which in response to this a proposal is proposed that responds and contributes to the improvement of the city, which consists in the planning of a Green Ring around the peripheries of the city. city, recovering the ecological-landscape value of the peri-urban spaces and their conditioning for recreational use; allowing to configure a network of open public spaces around the city; In the same way an urban fabric is plated that connects the peripheral points with the center of the city through urban green corridors, which articulate the existing public spaces with the proposed ones, offering the city dynamism, generating vitality and security for all the people, besides increasing the index of public space per inhabitant in the zones of the city. It also proposes the urban design of the Cultural Zone of the Integral Peri-urban Park in the hill of Azaya, which consists of rescuing the culture and identity of the Afro-Ecuadorian population by improving and conserving their physical environment, in addition to supplying the lack of equipment in this area , becoming a space of opportunity for social development that encourages citizen encounters through educational, cultural and recreational activities; For this purpose, the volume of the administrative, assistance, training and dissemination structures that connect with the social realities and offer development opportunities to the community is presented schematically. In conclusion, the project benefits the general public and will be the beginning of a real process of urban reorganization and transformation for the city of Ibarra, providing quality public spaces and democratizing it throughout the city.
