Abstract
Una ciudad consolidada puede tener varios puntos de acercamiento para analizarla. Es el caso de Ibarra, en la que sus habitantes y quienes la visitan encuentran diferentes rostros para observarla definidos por la época neo republicana y el crecimiento morfológico de la ciudad. El presente trabajo contiene un exhaustivo diagnóstico del estado actual del centro histórico de la ciudad y plantea una solución, a partir de su centro administrativo, político, comercial, religioso y desde la apropiación de sus habitantes, que responde a la aglomeración de servicios en un solo núcleo de actividad, la limitada capacidad de espacios culturales y principalmente a la falta de valoración y el deterioro del patrimonio arquitectónico. Como respuesta a estas necesidades, se propone un proyecto integral, a través de la rehabilitación del bien patrimonial ubicado en el redondel Cabeza Borja, un elemento único dentro de la trama urbana con gran valoración histórica y arquitectónica que se conecta a otro remate visual representativo de la ciudad, conocido como El Obelisco, vinculando el ingreso sur y el centro histórico, generando un nuevo núcleo urbano, que descentralice las actividades administrativas. La propuesta despliega tres ejes de intervención: movilidad, urbanístico y arquitectónico-patrimonial resueltos en una zona de recibimiento turístico, como atractivos hacia el proyecto, una zona patrimonial, como punto principal de interés y una zona de conexión que vincula los dos puntos anteriores. Cada eje a intervenir requiere diferentes criterios y teorías de diseño como: tráfico calmado, zona 30, espacio compartido; teoría del espacio público, acupuntura urbana; criterios de rehabilitación y puesta en valor de bienes patrimoniales en deterioro. Se define entonces, rehabilitar el bien patrimonial ubicado en el redondel Cabezas Borja como un proyecto administrativo cultural, generando espacios donde se desarrollen actividades gubernamentales del alcalde de la ciudad y para el funcionamiento de la unidad de patrimonio del GAD-Ibarra. A nivel urbano se plantea integrar este bien al espacio público, mediante la creación de un paseo histórico turístico a lo largo de un tramo de la calle Manuel de la Chica Narváez como un eje de conexión de la casa Cabezas Borja y El Obelisco.

In response to these needs, proposed a comprehensive project, through the rehabilitation of the patrimonial good located in the rounded Cabezas Borja, a unique element in the urban setting with great architectural and historical valuation that connects to another representative of the city visual auction, known as El Obelisco, linking the south entrance and the historic center and generating a new urban nucleus, It decentralizes the administrative activities of the center. The proposal has three areas of intervention: mobility, urban and architectural heritage resolved in a tourist reception area, as attractive to the project, a heritage area, as main point of interest and a zone linking the two previous points. Each axis to intervene requires different approaches and theories of design as: calm traffic, zone 30, space shared; theory of public space, urban acupuncture; criteria of rehabilitation and enhancement of deteriorating assets. Is defined then, rehabilitate the patrimonial good located in the rounded Cabezas Borja as a cultural administrative project, creating spaces where to develop governmental activities of the Mayor of the city and for the operation of the Unit's Heritage of GAD-Ibarra. At the urban level, it is proposed to integrate this building into the public space, by creating a historic tourist walk along a section of Manuel de la Chica Narváez street as a connecting axis of the Cabezas Borja house and El Obelisco.
