Abstract
En la actualidad el estado ecuatoriano atraviesa una fuerte crisis penitenciaria la cual ha dejado en evidencia la corrupción, hacinamiento, falta de recursos, inexistencia de la rehabilitación y reinserción social para las personas privadas de libertad; el hacinamiento es una realidad de este y de muchos países en América latina, por este motivo es importante analizar el hacinamiento en los centros penitenciarios de menor jerarquía los cuales no son tomados en cuenta como una posible amenaza, por ejemplo el de la ciudad de Ibarra provincia de Imbabura que cuenta con una ocupación penitenciaria variante entre 172% al 230% correspondiente a un hacinamiento actual del 72.8%, dicho índice sobrepasa al estipulado por el Comité Europeo para los Problemas Criminales que fija densidades mayores a 120% como problemas graves de sobrepoblación. El proyecto se concibe con el concepto de seguridad y libertad, donde nuevo modelo de gestión penitenciaria conocido como urbanización penitenciaria fue la base para él diseño de este proyecto, dividiendo el CRS en pabellones, los cuales cuentan con un sistema completo de servicios que cumplen con las normativas y necesidades de las personas privadas de la libertad. Fuera de los pabellones se centralizan los servicios generales, con el fin de tener varias perspectivas y sensaciones dependiendo de los usuarios a los que son dirigidos dichos espacios. Formalmente el proyecto nace de la reconceptualización del panóptico de Jeremy Bentham del siglo XVII.
