Diseño del sistema de gestión integral de residuos sólidos de la parroquia Selva Alegre del cantón Otavalo mediante la aplicación de la normativa vigente

Abstract
La presente investigación contribuye a plantear soluciones a los problemas ocasionados por el manejo inadecuado de los residuos sólidos en la parroquia de Selva Alegre, cantón Otavalo y que permitan mejorar la calidad de vida de la población. El trabajo de titulación lleva como nombre Diseño Integral de Residuos Sólidos de la parroquia Selva Alegre mediante la aplicación de la normativa vigente. Se hicieron estudios de cantidad y calidad de los residuos sólidos además de su proyección para los futuros 10 años. Fundamentándose en ellos, se diseñó la celda de disposición final para el nuevo Relleno Sanitario ya elegido por el GAD de Otavalo. También se realizó una evaluación de impactos del sistema de gestión de residuos sólidos actual mediante la matriz de Leopold que posteriormente se tomó como referencia para la elaboración de un plan de manejo ambiental de residuos sólidos para la parroquia Selva Alegre, todos estos puntos se los tomó de la Guía de Elaboración de Proyectos de Gestión Integral de Residuos Sólidos No Peligrosos y Desechos Sanitarios elaborada por el Ministerio del Ambiente Ecuatoriano. Lo que permitió proponer una Gestión Integral conforme a las necesidades del sitio, a más del cumplimiento legislativo ecuatoriano referente a la gestión de residuos sólidos. Una vez conocido el estado actual de gestión de residuos sólidos existente dentro de la parroquia Selva Alegre, se obtuvo como resultado para el año 2018 una producción per cápita (PPC) de 0.16 kg/hab/día., además de sus componentes orgánico (4.7%), papel-cartón (43.21%), plásticos (28.82%) y otros que hace referencia a latas, telas, vidrios, madera, etc. (23.13%). La selección e implementación de este diseño únicamente corresponde al GAD (Gobierno Autónomo Descentralizado) de Otavalo.
The present investigation contributes to propose solutions to the problems caused by the inadequate management of solid waste in the parish of Selva Alegre, canton Otavalo and allow improving the quality of life of the population. The title of the present investigation is Integral Solid Waste Design of the Selva Alegre parish through the application of current regulations. Studies of quantity and quality of solid waste were made plus a projection for the next 10 years. Based on them, the final disposal cell was designed for the new sanitary landfill already chosen by the GAD of Otavalo. An impact assessment of the current solid waste management system was also carried out through the Leopold matrix, which was subsequently taken as a reference for the preparation of an environmental solid waste management plan for the Selva Alegre parish, all of these points were taken of the Guide for the Elaboration of Projects for the Comprehensive Management of Non-Hazardous Solid Waste and Sanitary Waste prepared by the Ecuadorian Ministry of the Environment, that allowed us to propose an integral management according to the needs of the site, plus the Ecuadorian legislative compliance regarding solid waste management.
