Abstract
La ciudad de Ibarra ubicada en el norte de la sierra ecuatoriana ha experimentado un gran crecimiento poblacional en estas últimas décadas, dando como resultado una expansión urbana hacia la periferia de la ciudad, pero más concretamente hacia la zona sur de la urbe, debido a su gran viabilidad en cuanto a ocupación del suelo para la creación de nuevas zonas residenciales que puedan abastecer la demanda de vivienda para los nuevos pobladores. Este factor de crecimiento urbano ha generado diversas complicaciones en cuanto a la accesibilidad de servicios y cobertura de necesidades que cada persona requiere a diario. Los trayectos cada vez son más largos entre el lugar de residencia y la ubicación del equipamiento requerido, la inversión económica va en aumento por el incremento de uso de transportes tanto públicos como privados, el tiempo invertido cada vez es mayor debido a la grave situación de tráfico vehicular que existe para el ingreso y salida de la zona centro de la ciudad, lugar donde están ubicados la mayoría de los equipamientos públicos o casi en su totalidad, el servicio de las instituciones públicas y privadas no es de calidad puesto que no hay un equilibrio entre la oferta y la demanda, siendo mucho mayor el número de usuarios y menor las ventanillas de atención, entre otras dificultades. Por ello por medio de herramientas metodológicas como el mapeo de equipamientos existentes, la medición de distancias accesibles entre puntos A-B, el análisis de redes de cobertura, la recolección de datos demográficos y las entrevistas semiestructuradas se pudo llegar al estado real del problema y a los puntos que deben ser resueltos con mayor urgencia a ojos de la población y de todos los actores directos, puntos como el incremento de seguridad ciudadana, el correcto equilibrio de entornos urbanos consolidados o en vías de consolidación y la fácil accesibilidad de cobertura de servicios públicos para la población en general. Así se plantea el diseño de un equipamiento urbano de atención en servicios públicos en el barrio 10 de agosto, teniendo como principal intención la mixticidad de usos en cuanto a servicios financieros, administrativos, comerciales y de seguridad pública dentro de un mismo equipamiento facilitando el acceso a la gestión de trámites públicos y cobertura de servicios.
The city of Ibarra, located in the northern highlands of Ecuador, has experienced significant population growth in recent decades, resulting in urban expansion towards the periphery of the city, particularly in the southern area. This expansion is driven by the high feasibility of land use for the creation of new residential zones that can meet the housing demand of new residents. This urban growth has led to various challenges regarding access to services and the fulfillment of daily needs. The distances between residential areas and essential services are increasingly long, leading to higher economic investment due to the increased use of both public and private transportation. Time spent on commuting is also growing due to severe traffic congestion when entering and leaving the city center, where most public services and facilities are located. The quality of public and private institutional services is subpar, as there is an imbalance between supply and demand, with a greater number of users and fewer service windows, among other difficulties. Through methodological tools such as mapping existing facilities, measuring accessible distances between points A and B, analyzing coverage networks, collecting demographic data, and conducting semi-structured interviews, the real state of the problem was identified, along with the most urgent issues to be addressed according to the population and all direct stakeholders. These issues include the need for increased public safety, the proper balance of consolidated or consolidating urban environments, and easy access to public services for the general population. As a result, the design of a public services facility is proposed for the 10 de Agosto neighborhood, with the main objective being the integration of mixed-use services, including financial, administrative, commercial, and public safety services within a single facility, thereby facilitating access to public service management and coverage.
