Abstract
La cultura organizacional como eje en el desarrollo de una institución, fundamentada en valores, principios, creencias, artefactos y rituales, guían y orientan la conducta de sus miembros. El determinar si la cultura organizacional es fuerte o es débil permite a la alta gerencia diseñar estrategias y planes de acción en base a debilidades y conflictos encontrados con la aplicación de instrumentos técnicos que miden cultura organizacional y clima laboral como el utilizado en este trabajo y que es el instrumento de WENS. El clima laboral o clima organizacional se puede definir como el conjunto de actividades, rutinas, y condiciones que se dan dentro de una empresa y están directamente ligadas con el comportamiento y satisfacción de los trabajadores en su entorno de trabajo. La presente investigación busca el fortalecimiento de los valores y principios institucionales y la mejora de las relaciones humanas para un desempeño óptimo, tomando en cuenta factores motivacionales y factores higiénicos para que los trabajadores de la institución puedan rendir al máximo y explotar toda su capacidad en beneficio propio y de la institución. La interrelación y armonía del micro y macroentorno, con las habilidades duras y blandas de los trabajadores, permiten que la aplicación de estrategias y planes de acción, fortalezcan la identidad cultural de la institución, en este caso de la Agencia Nacional de Regulación, Control y Vigilancia Sanitaria -ARCSA, IBARRA. Es fundamental para las organizaciones e instituciones hacer una medición de cultura y comportamiento organizacional, ya que no solo los aspectos técnicos influyen en el desempeño de actividades, sino que el comportamiento y conducta de los trabajadores determinan también un desempeño óptimo y crecimiento de las empresas o instituciones.
Organizational culture as the axis in the development of an institution, based on values, principles, beliefs, artifacts and rituals, guides and orients the behavior of its members. Determining whether the organizational culture is strong or weak, allows top management to design strategies and action plans based on weaknesses and disputes found with the application of technical instruments that measure organizational culture and work environment, such as the WENS instrument used in this study. The work environment or organizational atmosphere can be defined as the set of activities, routines, and conditions that occur within a company and which are directly linked to the behavior and satisfaction of employees in their work environment. The present research intends to strengthen institutional values and principles to improve human relations for an optimal performance, taking into consideration motivational and hygienic factors in order to allow the employees of the institution to perform at their best and exploit their full capacity for their own benefit and for the benefit of the institution. The interrelation and harmony of the micro and macro environment, with the hard and soft skills of the workers, allow the application of strategies and action plans to strengthen the cultural identity of the institution, in this case of the National Agency of Regulation, Control and Sanitary Surveillance -ARCSA, IBARRA. It is fundamental for the organizations and institutions to measure the organizational culture and behavior, considering that not only the technical aspects influence the performance of activities, but the behavior and conduct of the workers also determine the optimal performance and growth of the companies or institutions.
