Abstract
El presente trabajo tiene la importante labor de dar a conocer la actual problemática que viven los habitantes de la parroquia rural de La Merced de Buenos Aires, debido al reciente hallazgo de diferentes metales preciosos como el oro y plata, los cuales han provocado la afluencia masiva de habitantes de todo el país, así como de extranjeros, en busca de los diferentes materiales preciosos. Siendo esto una actividad rural que se ha desarrollado de forma artesanal, sin el debido control, sin ningún estudio demográfico y sin ningún plan estratégico de ordenamiento territorial, se ha convertido en un problema que sin la intervención adecuada de un plan estratégico, podría causar daños naturales irreversibles a la parroquia rural de La Merced de Buenos Aires. Se ha tratado de integrar de manera sucinta las diferentes formas que nos llevara a visualizar de manera clara la problemática, las metas y objetivos, los cuales nos ayuden a entender los diferentes efectos que puede causar la explotación artesanal minera en el sector. De lo visto se desprende que los impactos generados por la minería informal en el sector de Buenos Aires son: (a) negativos a la vida, medio ambiente y Población\; (b) el medio ambiente se encuentra en grave peligro, ya que las labores se realizan en zonas adyacentes a las viviendas, afectando las áreas de cultivo, atentando contra la flora y la fauna\; y (c) existen pozas de cianuración y labores abandonadas como pasivos ambientales que están deteriorando los suelos, ríos y áreas de cultivo. Como impacto positivo podemos mencionar el incremento del trabajo y mano de obra como medio de sustento para los pobladores y el dinamismo del comercio\; realizando un análisis costo: beneficio entre el impacto positivo y negativo se considera que es mayor el impacto negativo ya que estos daños son irreversibles para la salud y medio ambiente.
The present work has the important task of raising awareness of the current problems experienced by the inhabitants of the rural parish of La Merced of Buenos Aires, due to the recent discovery of different precious metals such as gold and silver, which have caused massive influx of people from all over the country, as well as foreigners, in search of different precious materials. Being this a rural activity that has been developed in an artisan way, without the proper control, without any demographic study and without any strategic plan of territorial ordering, it has become a problem that without the adequate intervention of a strategic plan, could cause damages irreversible natural resources to the rural parish of La Merced of Buenos Aires. We have tried to integrate in a succinct way the different ways that will lead us to clearly visualize the problem, the goals and objectives, which will help us to understand the different effects that the artisan mining exploitation in the sector can cause. From what has been seen, it can be inferred that the impacts generated by informal mining in the Buenos Aires sector are: (a) negative to life, the environment and the population; (b) the environment is in serious danger, since the work is carried out in areas adjacent to the houses, affecting the cultivation areas, attacking the flora and fauna; and (c) there are cyanidation wells and abandoned works as environmental liabilities that are deteriorating soils, rivers and growing areas. As a positive impact we can mention the increase in work and manpower as a means of livelihood for the inhabitants and the dynamism of trade; performing a cost: benefit analysis between the positive and negative impact is considered that the negative impact is greater since these damages are irreversible for health and the environment.
