Abstract
La presente investigación estudia a las Micro, Pequeñas y Medianas Empresas
MIPYMEs Manufactureras del Distrito Metropolitano de Quito, específicamente al
CIIU C1410, que comprende la fabricación de prendas de vestir con todo tipo de
materiales, relacionada con la gestión de la calidad, a través de la Norma Técnica
Ecuatoriana NTE INEN 2 537:2010, “Sistema de Gestión Integral para la Micro,
Pequeña y Mediana Empresa. Requisitos”, basada en el Sistema de Gestión ISO,
que busca delinear el camino para el mejoramiento de las MIPYMEs, como punto
de partida para introducir principios de gestión universalmente aceptados.
La metodología utiliza el cuestionario de la encuesta que, mediante un estudio
empírico permitió conocer la realidad de las MIPYMEs; las fuentes primarias
constituyen los gerentes, o responsables de producción, las entidades
gubernamentales para provisión de datos como la Superintendencia de
Compañías, el Banco Central del Ecuador, el Instituto Nacional de Estadística y
Censos INEC y los diferentes Ministerios y Secretarías de estado. Como fuentes
secundarias, publicaciones relacionadas con la investigación e información de
investigaciones previas. La encuesta fue diseñada por los docentes investigadores
del proyecto, se tomó como base las normas nacionales e internacionales sobre el
tema estudiado.
El estudio permitió concluir que la gestión de la calidad en las MIPYMEs
Manufactureras CIIU C1410 del Distrito Metropolitano de Quito en Ecuador,
requiere de la acción decidida de la gerencia para el aseguramiento de productos
y servicios mediante la aplicación de la NTE INEN 2 537:2010, que partiendo del
enfoque estratégico ajustado a la realidad y tamaño de la empresa, les permita
pasar al concepto de mejora continua en los procesos productivos y
administrativos, para visionar una empresa diferente, donde la estrategia sea
entregar productos de calidad al mejor precio, con productividad que garantice la
permanencia del negocio en el tiempo.
The present research studies the Micro, Small and Medium Enterprises MSMEs Manufacturers of the Metropolitan District of Quito, specifically the CIIU C1410, which includes the manufacture of garments with all kinds of materials, related to quality management, through NTE INEN 2 537:2010, Integrated Management System for Micro, Small and Medium Enterprises. Requirements, based on the ISO Management System, which seeks to delineate the path for the improvement of MSMEs, as a starting point to introduce universally accepted management principles. The methodology uses the survey instrument that, through an empirical study, allowed to know the reality of MSMEs; the primary sources are the Managers, or responsible for production, the government entities for data provision such as the Superintendence of Companies, the Central Bank of Ecuador, the National Institute of Statistics and Censuses INEC and the different Ministries and Secretaries of State. As secondary sources, publications related to research and information from previous investigations. The survey was designed by the research professors of the project, taking as a basis the national and international standards on the subject studied. The study allowed to conclude that the management of quality in the MIPYMEs Manufacturers CIIU C1410 of the Metropolitan District of Quito in Ecuador, requires the decided action of the management for the assurance of products and services through the application of the NTE INEN 2 537:2010, that starting of the strategic approach adjusted to the reality and size of the company, allow them to move to the concept of continuous improvement in the productive and administrative processes, to view a different company, where the strategy is to deliver quality products at the best price, with productivity that guarantees the permanence of the business over time.
