Abstract
El presente trabajo investigativo tuvo como objetivo principal realizar un diagnóstico del derecho a la educación inicial intercultural en la comunidad de Palmira, cantón San Miguel de Urcuquí de la provincia de Imbabura en el período 2023-2024, mediante la identificación y análisis las condiciones y factores que inciden en su ejercicio, con el fin de proponer recomendaciones orientadas a renovar el acceso y la calidad de la educación inicial en la comunidad. Para efectuar este estudio se analizaron fuentes doctrinarias y jurídicas, sustentado efectivamente la problemática existente. El diseño de la investigación es documental, con el enfoque cualitativo y cuantitativo, con el nivel de profundidad exploratorio, por medio de los métodos analítico, normativista y socio jurídico, con la utilización de las técnicas de análisis documental, así como también con la ayuda de la entrevista y la encuesta. Teniendo como resultado que desde el año 2021 se garantiza el acceso a la educación inicial intercultural en la comunidad de Palmira en el cantón San Miguel de Urcuquí en la provincia de Imbabura, puesto que, debido a la gestión realizada por las autoridades y los comuneros, se ha implementado en la Unidad Educativa “San Francisco de Palmira”, debido a las gestiones realizadas por las autoridades y los habitantes lograron que se habilite la educación inicial intercultural para los niños y niñas de 3 y 4 años, para que puedan asistir a esta preparación para fortalecer su desarrollo de procesos cognitivos de interaprendizaje y multiaprendizaje, reforzando los valores, participación, democracia, entre otros. Concluyendo en que en el marco de la doctrina y en la legislación ecuatoriana se describe el acceso al derecho a la educación intercultural inicial en las comunidades indígenas, teniendo en cuenta que el Ecuador es un Estado plurinacional e intercultural, el mismo que garantiza que los niños, niñas y adolescentes puedan acceder a los establecimientos educativos desde el nivel inicial hasta el nivel superior.
The main objective of this research work was to carry out a diagnosis of the right to early education in the community of Palmira, canton of San Miguel de Urcuquí, province of Imbabura in the period 2023-2024, by identifying and analyzing the conditions and factors that affect its exercise, in order to propose recommendations aimed at renewing access and quality of early education in the community. To carry out this study, doctrinal and legal sources were analyzed, effectively supporting the existing problem. The research design is documentary, with a qualitative and quantitative approach, with an exploratory level of depth, through analytical, normative and socio-legal methods, with the use of documentary analysis techniques, as well as with the help of the interview and the survey. As a result, since 2021, access to intercultural early childhood education has been guaranteed in the community of Palmira in the canton of San Miguel de Urcuquí in the province of Imbabura, since, due to the efforts made by the authorities and the community members, it has been implemented in the Educational Unit San Francisco de Palmira, due to the efforts made by the authorities and the inhabitants, they managed to enable intercultural early childhood education for children aged 3 and 4, so that they can attend this preparation to strengthen their development of cognitive processes of inter-learning and multi-learning, reinforcing values, participation, democracy, among others. Concluding that within the framework of the doctrine and in Ecuadorian legislation, access to the right to early childhood intercultural education in indigenous communities is described, taking into account that Ecuador is a plurinational and intercultural State, which guarantees that children and adolescents can access educational establishments from the initial level to the higher level.
