Abstract
El derecho a la seguridad ciudadana surge del deber que tiene el estado de brindar
protección a sus habitantes, este derecho permite a las personas desarrollarse libremente y gozar
de sus derechos fundamentales; por ello, las instituciones públicas tienen el deber de prevenir y
controlar las acciones que intenten vulnerar este derecho. De esta forma se formuló como objetivo
general el determinar las causas por las cuales el derecho a la seguridad ciudadana es vulnerado
en el cantón Ibarra 2020-2021. La presente investigación se desarrolló mediante un enfoque
cualitativo, tuvo un nivel de profundidad descriptivo, en razón de que en estado del arte se realizó
un estudio analítico de investigaciones, teorías, conceptos relevantes de artículos realizados con
anterioridad y que aportan al tema de investigación. Como métodos se utilizaron: el método socio
jurídico ya que se realizó un estudio sobre la realidad social, en general todo lo relacionado con la
sociedad, sus problemas y el derecho, además se utilizó el método analítico- sintético con el cual
se analizó por partes estratégicas para encontrar las causas y estudiarlas de forma individual.
Finalmente, se empleó el método deductivo, para determinar qué organismos, programas, planes
y/o estrategias administra el gobierno ecuatoriano en favor de la seguridad ciudadana. Las técnicas
utilizadas fueron la revisión documental y la entrevista. Se obtuvo como resultado que las causas
por las cuales fue ve afectado el derecho a la seguridad ciudadana son la falta de estrategias y
planes por parte del Estado y sus gobiernos municipales, además de factores sociales y económicos
tales como el desempleo, pobreza, falta de educación, drogadicción y alcoholismo.
The right to citizen security arises from the duty of the state to provide protection to its inhabitants, this right allows people to develop freely and enjoy their fundamental rights; Therefore, public institutions have the duty to prevent and control actions that attempt to violate this right. In this way, the general objective was to determine the causes for which the right to citizen security is violated in the Ibarra canton 2020-2021. The present research was developed with a qualitative approach, had a descriptive level of depth, because within the state of the art theoretical characteristics and normative regulations of the right to citizen security and rights of freedom are described. In general, everything related to society and law, in addition the analytical synthetic method was used with which it was analyzed by strategic parts to find the causes and study them individually. Finally, the deductive method was used to determine which agencies, programs, plans and/or strategies the Ecuadorian government administers in favor of citizen security. The techniques used were documentary review and interview. As a result, the right to citizen security was affected is the lack of strategies and plans by the State and its municipal governments, as well as social and economic factors such as unemployment, poverty, lack of education, drug addiction and alcoholism.
