Abstract
El presente trabajo tiene como objetivo, establecer un control adecuado para las actividades
deportivas de alto riesgo que se desempeñan en la ciudad de Ibarra, de tal manera tiene como
propósito realizar un reglamento de vigilancia y control para este tipo de actividades deportivas.
En nuestro país las actividades deportivas se desarrollan y vinculan dentro del marco jurídico
nacional conjuntamente con el Ministerio del Deporte y su reglamento; y, que a su vez
establecen los parámetros y reglas de competencias y atribuciones que legalmente se encuentran
establecidas para el GADS municipales de cada provincia sobre la práctica de los deportes en
el ámbito de su espacio, compendiado en el Código Orgánico de Organización Territorial
Autonomía y descentralización. La práctica de los deportes de alto riesgo en el GAD municipal
de la ciudad de Ibarra, es una actividad deportiva que se encuentra en apogeo a los jóvenes,
para lo cual las autoridades del Municipio de la ciudad de Ibarra y el Ministerio del Deporte
son entes encargados de controlar este tipo de actividades deportivas de alto riesgo. En el GAD
municipal de la ciudad de Ibarra, determina un enfoque muy importante relacionado con la
seguridad y la prevención de accidentes para salvaguardar la integridad física y psicológica para
los deportistas que practican este tipo de deportes, creando maneras de reducir el riesgo con
más seguridad y prevención para los deportistas como para los centros en los cuales ofertan este
tipo de deportes.
The objective of this work is to establish an adequate control for the high risk sports activities that are carried out in the city of Ibarra, in such a way it has as purpose to make a regulation of surveillance and control for this type of sports activities. In our country sports activities are developed and linked within the national legal framework together with the Ministry of Sport and its regulations; and, which in turn establish the parameters and rules of competences and attributions that are legally established for the municipal GADS of each province on the practice of sports in the area of their space, summarized in the Organic Code of Territorial Organization Autonomy and decentralization. The practice of high risk sports in the municipal GAD of the city of Ibarra, is a sports activity that is at the height of young people, for which the authorities of the Municipality of the city of Ibarra and the Ministry of Sports are entities responsible for controlling this type of high-risk sports activities. In the municipal GAD of the city of Ibarra, determines a very important approach related to safety and accident prevention to safeguard the physical and psychological integrity for athletes who practice this type of sports, creating ways to reduce risk more safely and prevention for athletes and for the centers in which they offer this type of sports.
