Abstract
El debate acerca de los derechos de los animales ha sido uno de los más importantes desde los inicios de los años 70. El reconocer si tienen o no el derecho a recibir una protección moral y jurídica eficaz, a fin de precautelar que no sean objeto de lesiones o daños que los seres humanos puedan ocasionarlos, por encontrarse vagando por las calles. Es evidente la problemática de la sobrepoblación de animales en las calles de la ciudad de Ibarra por lo que esta investigación, se enfocará en analizar si la Normativa vigente de Ibarra, es eficaz o no para regular y proteger los derechos de los animales en situación de calle en la ciudad de Ibarra.
