Abstract
En el presente artículo se muestran los resultados de la aplicación del Régimen Administrativo Disciplinario impuesto al personal del distrito sur de la policía nacional, de conformidad con el Código Orgánico de Entidades de Seguridad Ciudadana y Orden Público, cuyas sanciones fueron ejecutoriadas administrativamente sin perjuicio de las acciones penales o civiles. La metodología implementada es de tipo exploratorio y descriptivo. Asimismo, estudiar los diferentes casos sobre la sustanciación de faltas, cuyas sanciones impuestas han sido compendiados conforme a Derecho, o se han violentado las normas del debido proceso establecido en la Carta Magna de la República, situación que se habría producido de acuerdo al Reglamento del Código Orgánico de Entidades de Seguridad Ciudadana y Orden Público (2017). La responsabilidad disciplinaria desempeña un papel fundamental en la garantía de la integridad y ética en el desempeño de las funciones de los servidores públicos. No basta con implementar políticas y estrategias adecuadas en materia de seguridad ciudadana; es crucial contar con un cuerpo de servidores públicos comprometidos y responsables en su labor de proteger y servir a la comunidad.
This article shows the results of the application of the Administrative Disciplinary Regime imposed on the personnel of the southern district of the national police, in accordance with the Organic Code of Citizen Security and Public Order Entities, whose sanctions were administratively enforced without prejudice to the criminal or civil actions. The methodology implemented is exploratory and descriptive. Likewise, study the different cases on the substantiation of offenses, whose sanctions imposed have been summarized in accordance with Law, or the norms of due process established in the Magna Carta of the Republic have been violated, a situation that would have occurred according to the Regulations of the Organic Code of Citizen Security and Public Order Entities (2017). Disciplinary responsibility plays a fundamental role in guaranteeing integrity and ethics in the performance of the functions of public servants. It is not enough to implement appropriate policies and strategies regarding citizen security; It is crucial to have a body of committed and responsible public servants in their work to protect and serve the community.
