Through the development of the scientific article, it is possible to consolidate doctrinal and theoretical positions based on the linguistic rights of indigenous peoples and nationalities in the primary educational centers of the rural sectors of the city of Otavalo, managing to understand that they have not been respected and guaranteed. these rights due to the little interest that exists in promoting this official intercultural language such as Kichwa by the ministries and sectional and zonal departments of Education, the municipalities and itself by the Ecuadorian State, because apparently it has not yet been fulfilled with what is enshrined in the superior internal regulations regarding the Constitution of the Republic of Ecuador of 2008, affecting the customs and traditions of ancestral peoples such as the inhabitants of Otavalo. It is in this way that the Kichwa language has lost its importance in the sciences of language and communication, when even English is introduced within educational units, but not this intercultural language, which should be known by all its sovereigns in order not to forget the roots that characterize the people, since it is necessary to understand the native language of the aborigines through education, for which the Model of the Intercultural Bilingual Education System has recently been implemented in 2018 and the Plan I want to be a bilingual intercultural teacher, by These are the most suitable mechanisms for its promulgation in the future as an own right acquired by the struggle of the ancestors, hence the importance of its dissemination and knowledge at a general level without any exception, since currently discrimination is to intercultural languages such as Kichwa because of the other languages, since it is necessary to apply it from the smallest to the largest, in order that in the future its use returns and it is not cataloged in disuse and therefore forgotten, for which the curricular networks and education programs should be the main tool for its implementation and communication in this official language at the rural and rural level. urban, under the protection of national and international standards which are not being applied but only made positive in accordance with what was stated in the investigation.
