Estudio del Acuerdo No. 0295-13 emitido por el Ministerio de Educación del Ecuador y su aplicación en las instituciones del Sistema Nacional de Educación en la ciudad de Otavalo

| dc.description.abstract | El presente trabajo, tiene como objeto de estudio el Derecho a la Educación inclusiva reconocido en la Constitución de la República del Ecuador y en los Tratados Internacionales, enfocándose en el acceso a la educación escolarizada ordinaria de los estudiantes con necesidades educativas especiales asociadas a una discapacidad y que se encuentra regulado en el Acuerdo Ministerial No. 0295-13 que describe una serie de procesos y prácticas aplicables para mejorar el ejercicio de este derecho. La historia del Ecuador demuestra que las personas con discapacidad han sido objeto de discriminación y rechazo, sin embargo, gracias a luchas constantes se han creado leyes que paulatinamente amparan la protección a este grupo social. En este sentido, la presente investigación tuvo como objeto evaluar si se cumplen o no las disposiciones del Acuerdo No. 0295-13 emitido por el Ministerio de Educación del Ecuador en las Instituciones del Sistema Nacional de Educación en la Ciudad de Otavalo, mediante el estudio de la estructura y funcionamiento de las Unidades Educativas Otavalo, Sarance y República del Ecuador a fin de precisar si cuentan con el personal cualificado y la infraestructura necesaria para acatar el referido acuerdo, y si efectivamente está siendo cumplido. Para el desarrollo de la investigación se utilizó un enfoque de carácter mixto y un nivel de profundidad descriptivo, juntamente con dos métodos: socio-jurídico y lógico deductivo. Las técnicas para la obtención de información fueron las entrevistas estructuradas mediante cuestionarios de preguntas abiertas\; y la revisión documental. La metodología utilizada permitió obtener un análisis profundo de los obstáculos, falencias, procesos y acciones positivas que giran en torno a este tema social, y concluir que en Ecuador se necesita construir nuevamente el modelo educativo guiado a la inclusión, en vista de que el Acuerdo Ministerial no se está cumpliendo en su totalidad. | |
| dc.description.abstract | The object of this study is the Right to Inclusive Education recognized in the Constitution of the Republic of Ecuador and in International Treaties, focusing on access to ordinary school education for students with special educational needs associated with a disability. and that is regulated in Ministerial Agreement No. 0295-13 that describes a series of processes and practices applicable to improve the exercise of this right. The history of Ecuador shows that people with disabilities have been the object of discrimination and rejection, however, thanks to constant struggles, laws have been created that gradually protect the protection of this social group. In this sense, the present research aimed to evaluate whether or not the provisions of Agreement No. 0295-13 issued by the Ministry of Education of Ecuador in the Institutions of the National Education System in the City of Otavalo are met, through the study of the structure and operation of the Otavalo, Sarance and Republic of Ecuador Educational Units in order to determine if they have the qualified personnel and the necessary infrastructure to comply with the aforementioned agreement, and if it is actually being complied with. For the development of the research, a mixed approach and a descriptive depth level were used, together with two methods: socio-legal and logical deductive. The techniques for obtaining information were structured interviews through questionnaires with open questions; and the documentary review. The methodology used allowed to obtain a deep analysis of the obstacles, shortcomings, processes and positive actions that revolve around this social issue, and to conclude that in Ecuador it is necessary to rebuild the educational model aimed at inclusion, in view of the fact that the Agreement Ministerial is not being fully met. | en_US |
