Análisis normativo de la regulación de medicina experimental dentro de la ciudad de Ibarra durante los años 2017-2018

Abstract

La presente investigación trata sobre el análisis socio-jurídico de los preceptos legales y los alcances que las normas fijan al estudio y práctica de Medicina Experimental en Ecuador, especialmente en la ciudad de Ibarra donde existe un centro de investigaciones con Medicina Experimental, además de una exploración descriptiva legal de los procedimientos para su uso y aplicación verificando así la verdadera realidad nacional respecto a tan sensible tema, guiándola hacia el método analítico-sintético. Es propio recalcar que el uso de este tipo de investigación experimental está completamente normado en países que consideran a la investigación científica como un eje primordial en su desarrollo, otorgando de su parte los recursos necesarios para que sus objetivos sean cumplidos beneficiando así a aquella sociedad hambrienta de soluciones ligadas a la salud y a la vida. La curiosidad innata del ser humano va de la mano con su capacidad investigativa siendo inherente a él en mayor o menor medida aunque ciertos individuos piensen lo contrario. Por esto se debe alentar a realizar una investigación direccionada a resguardar los Derechos Humanos como fuente primaria del enriquecimiento social y proteger a quienes se atreven a no aceptar un no como respuesta por ser de ellos la sagacidad y el anhelo de encontrar nuevas alternativas para beneficio de la colectividad. Para ello, el debido uso de una apropiada legislación es fundamental aun cuando el tema sea poco conocido por la sociedad y/o se tenga la certeza de su efectividad. This research deals with the socio-legal analysis of the legal precepts and the scope that the norms set for the study and practice of Experimental Medicine in Ecuador, especially in the city of Ibarra where there is a research center with Experimental Medicine, in addition to a descriptive legal exploration of the procedures for its use and application, thus verifying the true national reality regarding such a sensitive issue, guiding it towards the analytical synthetic method. It is proper to emphasize that the use of this type of experimental research is completely regulated in countries that consider scientific research as a primary axis in their development, granting on their part the necessary resources so that their objectives are met, thus benefiting that hungry society of solutions linked to health and life. The innate curiosity of the human being goes hand in hand with his investigative capacity being inherent to him to a greater or lesser extent although certain individuals think otherwise. For this reason, it should be encouraged to carry out an investigation aimed at safeguarding Human Rights as a primary source of social enrichment and protecting those who dare not to accept a no as an answer because their sagacity and the desire to find new alternatives to benefit of the community. For this, the proper use of appropriate legislation is essential even when the issue is little known to society and / or its effectiveness is certain.
